Gatsby stands there looking across the bay dreaming of being with Daisy once again. That green light is what is most significant to Gatsby.
Nick comes home irritated after the little dinner with Tom and Daisy.
As Nick comes out, he sees, his neighbor, Gatsby standing with his arms stretched out towards the seawater.
Nick wonders what Gatsby was doing but he soon then disappeared before he could greet him.
Nick realizes Gatsby was reaching out towards a fairly, dim, green light as if he was trying to catch it.
