  • Early in 1915, Germany declared the waters around Britain a war zone.The policy of "strict accountability" was soon put to a test. On May 7, 1915, a U- boat sank the Lusitania without a warning. Among the 1, 198 dead were 128 Americans. Wilson sent a protest to Germany to stop but Germany broke that promise later in August 1915. Germany had sank another ship, the Arabic.
  • Early in the war, the British circulated stories about alleged atrocities committed by German soldiers in Belgium.Lord James Bryce, a well-respected historian, investigated these outrages and reported that German soldiers were torturing innocent women and children.
