Summer In Philadelphia 1787
In Philadelphia it was very hot and dirty. Trash littered the streets, bugs were everywhere, and poop was left on the streets.
Delegates meet to rewrite the Articles Of Confederation. Doors were closed, which made it very hot for the delegates. This was called the Constitutional Convention.
James Madison took many notes during the time. The notes helped when that were coming up with The Great Compromise.
The Great Compromise
The Virginia Plan said that each state should get a certain amount of representatives based on their population. The small states didn't like this because the thought they wouldn't have any power.

The New Jersey Plan gave the small states more power. It stated that each state should get 2 representatives. The bigger states didn't like this plan.

The Great Compromise took both ideas and put them together. In one house, each state had 2 representatives. In another each state had representatives based on population.
