The teacher gave the student time to calm down. After John was ready he asked for help and the teacher came. the teacher is establishing a "safety and trust" relationship. He is following through on his promise to help. The teacher is giving step by step instructions to help the student.
The teacher properly handled the troubled student and helped John to understand a problem that caused his outburst.
