In the First Estate they took care of the Church. They provided them with some social services. The Second Estate was the titled nobility of the French Society. In the 1600's Louis XIV crushed the nobles military power. The nobles resented the royal bureaucracy. The third estate was the most different, it included the wealthiest to the poorest. The First and Second Estate paid almost no taxes. The peasants were burdened with it all.
Louis XVI was the cause of why France was left in a tremendous debt. To try to resolve this problem they increased the food prices which caused the peasants to starve. Louis XV caused even more damage later. After Louis XVI found a financial expert, Jacques Necker. He urged the king to tax the first and second estate but the nobles and the high clergy forced the king to dismiss him
