Almost everywhere including Winston's apartment has this thing called a telescreen. It is always watching you and can always see or hear you when you are withing its field of view.
Freedom is very limited here and almost all citizens live in fear of doing something wrong or showing too much emotion. Also the screen can never be shut off it is just dimmed at night.
