  • The Articles of Confederation created a loose confederation of the states and a weak contral government. American leaders knew that the Articles of Confederation woudn't be able to solve the political and economic problems the United States were facing. This led to the Constitutional Convention.
  • Members of Congress were reluctant to call a convention, but the news of Shay's Rebellion changed their minds.

  • The Constitutional Convention was held in Philadelphia in 1787 to address the problems of the weak central government that existed under the Articles of Confederation. Instead of revising the Articles of Confederation, the Constitution emerged from the convention.

  • The Virginia Plan was a set of proposals that the governor of Virginia, Edmund Randolph introduced at the Constitutional Convention. It was written by James Madison. It proposed that the legislature by divided into two houses. In both houses, the number of representatives for each state would reflect the state's population.
