  • Majority floor leader decides when the whole Senate will consider the bill. The Bill is debated, and amendments may be added. If a majority votes in favor of the bill, it is returned to the House.
  • Presidential Action...
  • If the House rejects any of the changes, the bill goes to a conference committee of members from both houses. It works out a compromise.
  • Veto is Overridden.
  • 2/3 Senate
  • 2/3 House
  • Both houses must approve changes made by the conference committee. Members of the House and Senate can vote 'Yea', 'Nae', or 'President'. If approved, the bill goes to the president.
  • Bill Becomes a Law!

  • If the Bill passes in both houses, the president may sign or veto the bill. If approved it becomes a law, but the president vetoes it, it's back to the drawing board for the bill.

  • Even if the President has vetoed a bill, the bill can still become a law if Congress votes 2/3 in both houses to override the veto.
  • If the bill passes in both chambers, and the president approves it, the bill becomes a law!
