  • The committee thought it was a good idea to count each enslaved person as a free person.

  • Once the committee allowed them to count the people started to count every 5th person equal three free people.

  • On July 12, they convention delegates voted to approve the three-fifths Compromise.
  • Four days later the people agreed that each state should elect two senators.
  • In the end the enslaved were counted as 3/5 person and that was called 3/5 compromise.
