Freedom Campers like to camp where it is free. So they do not camp at camping sites or grounds.
Because of this, the camping sites are empty. The New Zealand Motor and Caravan Association does not like this.
Camping sites are still relatively popular...
But people with larger vehicles have found that they can travel where ever they like and, effectively, camp for free.
Some freedom campers leave behind rubbish and other waste which can be expensive to clean up.
To control this problem the government has made freedom camping sites with bins and facilities. But this means that camping sites are less popular and the Motor and Caravan Association is still lacking in customers.
