President as Chief Legislator

The President has several different roles, one of them is Chief Legislator. As Chief Legislator, the president's roles are to influence Congress to create laws, sign bills, and veto bills.
As I became President of the United States, I thought a lot about the country needing a stricter law on littering. I can't create that law but I can try to talk Congress into making that bill.
I believe that a law that is stricter on littering will be beneficial for our country because it will make the environment cleaner for our people. I think that there should be stricter rules in recreational areas on literring, and we should have better surveillance.
Dear Mr. president, we have created a bill on littering. There is a more expensive fine for littering, and there will be signs up on why you shouldn't litter.
I'm going to veto this bill because it doesn't sound very appealing to me, and it doesn't do much on what I needed the bill to be.
I decided to veto this bill because I believe that giving the person who littered bigger fine won't change anything, and putting up signs can't do much also. I feel like there should be some type of surveillance in recreational areas.
