In this cartoon the teen represents the richer of the two countries in this depiction of foreign aid. The reason that thus kid finds the shirts very cheap is because he has more money to spend and therefore can have broader horizons. This is much like the global economy where the richer countries can afford more bonds and trade.

This represents the poorer country or possibly even the one that had undergone some sort of disaster or downfall. For example this kid could have possibly just had a death in the family or maybe someone lost their jo. In this case this could represent some sort of global catastrophe in which the country would need aid from a richer country.

This is used to show how good the economy and wealth of the first country is, the one that found the shirts cheap and now the one with the much better house. He has a lot of money to spend obviously because he is talking about how he just finished a good day of shopping. So, this puts the country in a great position to help the country in need.
THis scene illustrates the time when the richer country with the stronger economy would come in and help the more underdeveloped weaker economy that had just undergone some sort of tragedy. As you can see the poor boy says he will pay the richer boy back when he can. This is basically the goal of the richer country in the real global economy.
This is the final scene in this catastrophe. As you can see the poorer boy is now in a much better looking bedroom and is back on his feet as is said in the cartoon. The richer country in the beginning helped the poorer country back onto it's feet and is now asking for the profit that they should have made when investing in the poorer country. This is the en of this cycle and now the richer country has made even more money
