80 percent of Russians were serfs who farmed for nobles in poverty. Industrialization created a new middle class, but had no power in the government.
Alexander II emancipated the serfs, allowed regional assemblies, and increased education and freedom of speech. These reforms backfired and allowed revolutionary groups. Also when Alexander II ruled with an iron fist for the next 30 years it decreased education.
Nicolas II agreed to An elected legislature, except a written constitution, and grant people basic liberties. It was not successful. To attempt to to keep control of Russia Through secret police spies and programs to give every peasant his own land.
