The English in 1765 made an act called the Stamp Act in which they increased the revenue to pay for war debt from the French/Indian war.
The colonists got mad after the stamp act because they thought it wasn't fair to have taxes on everything and they also didn't have a representative.

The Declaratory act was an act in which the British said the colonists won't have representation necessary but they still won't remove the Stamp Act.
The people were totally not happy about the declaratory act, so they decided in addition to boycotting their goods, they started making their own so they replace British goods with goods made in the colonies.
