Washington sent John Jay to London to solve problems with Britain and returned with the Jay Treaty. Two main ideas of the treaty were that Britain would withdraw all troops, but they didn't allow the U.S. to trade with France.
When Washington left office he mentioned three ideas. He set the idea for the president to only serve twice, to not create political parties, and to not get too involved with Britain.

Adams and congress made the Alien and Sedition Acts. The act basically gave the president more power against foreign people.
More courts were being made as Adams left presidency so Adams appointed as many Federalist judges as he could in two weeks.
