Site manager asks the worker Tom about the goods that are need to be ordered from the suppliers Tom just give rough estimations.

The site manager calls the supplier manager and order these estimations and refuse to keep a list of the order

The supplier manager tell the other workers the order and details in order to deliver
When the delivery arrives and construction worker checks the delivery there are too much of goods.and non of site manager or worker can remember rwhat are the things they ordered

The site manager also doesn't remember what he has actually ordered so he can convince the supplier that the delivery is wrong.

It doesn't work like that sir. You have to pay
The main issue was not having the initial order details with the both parties,which ended up in an argument.It is better to have the order and delivery details with both parties so they can compare the order details and its very reliable.
If you have kept a record of your order non of this would not happen
