Guess that's my ride home
The solute here is the mud on the mountains and the solvent is the water. The wind acts as a substitute for stirring because it makes the water move and in turn getting it stirred. Also, the pressure on top of the mountains is higher which also increases the rate of dissolving. This happens because the increased pressure forces the remaining gas in the the solute.
I guess I'll have to wait for Winter
