  • The states with a larger population should have more representation.
  • Wait a second...
  • It is summer in Philadelphia in 1787. Philadelphia is very dirty. There is trash and flies with disease all of the place, and people rarely bathe.
  • That's not fair to the smaller states. It should all be equal.
  • The Articles of Confederation were not working for America. Important people came to meet at Independence Hall to discuss a new constitution. Some of the delegates included George Washington, Benjamin Franklin, and James Madison.
  • I have an idea!
  • One of the biggest problems that the delegates faced was how to divide up power. The larger states wanted the number of representatives to be decided by the states' population.
  • Slaves should count as property.
  • Slaves should count for representation.
  • How should slaves be counted as population?
  • The smaller states wanted the votes to be equal. They were worried their vote would never matter. In the end they came up with a compromise.
  • Roger Sherman came up with the idea to have two houses. In the House of Representatives, the representation was based on population. In the Senate, it was equal.
  • Another disagreement they had was about how slaves should be counted in government.
