  • How about we count the slaves as 3/5 of a person!
  • Who is ready to ratify the Constitution?
  • Wait! What about our rights?
  • I will not sign this! It does not protect our rights.
  • The delegates could not decide how to count the slaves, so they came up with the 3/5 compromise. Three out of five slaves would counts for population, and 3/5 of a person would count for representation.
  • If you sign the Constitution, then we will add a Bill of Rights.
  • When the delegates made the constitution public and wanted to ratify it, the Anti-Federalists were worried about their rights.
  • It's time to add the Bill of Rights to the Constitution.

  • There was no Bill of Rights in the constitution at the time, so the Anti-Federalists would not ratify the Constitution.
  • The End
  • The Federalists promised to create a Bill of Rights if the Anti-Federalists signed the Constitution.
  • They made a lists of rights and Congress passed 10. Then they added the Bill of Rights to the Constitution.
