  • We must seize all American ships headed to trade with Britain!
  • In France...
  • On the Seas...
  • You Americans are coming with us. You are going to work on our ships!
  • What are we going to do about the impressment, Mr.President?
  • In the U.S...
  • We are going to implement an embargo, no American ships are to leave.
  •     France has entered another war with Britain. Both countries are attacking American ships that trade with their enemies. 
  • This embargo is a massive fail!!!
  • Our economy is ruined!
  •     Britain has started kidnapping Americans in an attempt to "search for British deserters". The British forced these Americans to work on British ships. This was a major problem for Jefferson. 
  • We will capture all Americans until we get our tribute.
  •   In an attempt to hurt Britain and France and protect American ships, Jefferson  placed an embargo that banned ships from sailing to foreign ports. 
  • The Barbary pirates are requesting tribute in turn for the safety of American Sailors. 
  • I don't want to pay tribute like Adams and Whashington, but I don't want to go to war either. 
  •     The Embargo Act of 1807, however, hurt the American economy far more that it hurt France or Britain's. This is because America's economy is mostly based on foreign trade. The embargo was shortly repealed. 
  •     Meanwhile, pirates from the Barbary coast attacked American merchant ships. They kidnapped the merchants and held them fro ransom. They also requested an annual tribute be paid. 
  •           Jefferson is faced with a troubling decision. He has to decide to go to war with the pirates or keep paying them tribute.
