Creon is now our king, we must respect his demands and follow them without hesitation. He's a wise man, who will lead us.
The Chorus and Choragus announce the new King, while Creon takes this time to decree no one is to bury Polyneices, only Eteocles.

The chorus is explaining to the people Creon is a good man and a noble leader.
