The Federal National Council was established in 1971. All its 40 members were appointed by the seven rulers. In 2006, H.H/ Sheikh Khalifa revised the method by combining the process of election and appointment.

He/She is elegible for FNC membership if He/she is: -Must be a citizen of an emirate of the UAE and must be residing permanently in the Emirates which he/she represents in FNC. -Not be less than 25 years of age according to Gregoorian calendar. -Must have civil capacity, good conduct and reputation. -Must have adequate reading and writing knowledge. -Cannot at the same time hold a public office in the UAE including ministerial portfolios.
Rules for voters: -The Family book (Khulasat Al Qaid) indicates the Emirate. -Membership will change upon each new election term. -Voting which must be excercised only by the voter. -The voter must present the Emirates ID. -Each voter is entitled to cast only one vote for only one candidate.
The obhectinve of electing members to the FNC is to boost national loyalty and public interest in the national affairs.through contribution of young, educated and enthusiastic population and the role of the women.
The elections show inclusion, equality and justice because through this new electoral method, the citizen would feel involved in the direction of the country's progress. The people would feel that they too., also have the right to choose what would be a better choice, to chooses that they too are capable of making a change just like how the rulers
