  • Articles of Confederation
  • I want no chief executive and laws need to be approved by 9 of 13 states. Also, Congress does not have power to settle disputes among states. 
  • We have no national court system & congress does not have power to collect debts owed to federal government. 
  • Shays' Rebellion
  • Constitutional Convention
  • The Articles of Confederation was the first "Constitution" of the United States but it didn't work.  The Articles had eight weaknesses that they included. 
  • Virginia Plan
  • Two houses!! Each state representation depends on population!
  • A group of protestors, led by Revolutionary War veteran Daniel Shays, began a six-month rebellion by taking over the Court of Common Pleas in Northampton; the goal was to prevent the trial and imprisonment of debt-ridden citizens. 
  • New Jersey Plan
  • Single house! Each state = one vote!
  • A representative from each state meet in Philadelphia to revise the Articles of Confederation but ended up creating the United States Constitution. Their meeting started in May 1787 and ended four months later, in September 1787. 
  • Great Compromise & 3/5ths Compromise
  • Great Compromise: two-house legislative branch. Number of legislators in House of Representatives is proportionate to population. Senate: each state is equally represented.
  • The Virginia Plan was a legislative branch consisting of two houses. Each state would be represented in proportion to its population. 
  • The New Jersey Plan was a single-house legislative branch. Each state, no matter size, would have one vote. 
  • The Great Compromise was a two-house legislative branch. The number of legislators in the House of Representatives is proportionate to population, while in Senate each state is equally represented. The 3/5ths Compromise stated that representatives and direct taxes shall be assigned among states according to their respective numbers; which shall be determined by adding the whole number of free persons and slaves, for every five slaves, three would count. 
  •  3/5ths Compromise: Representatives & direct taxes shall be assigned among states according to their respective numbers (by adding the whole number of free persons & slaves, for every 5 slaves, 3 would count)
