The forest council has their regular seasonal meeting. As usual, each of the leaders is there: the lead bear, the lead human, and the lead turtle. The bear speaks on behalf of the predators; the humans for the other non-predator mammals; the turtle for the reptiles.
However, things are not as peaceful as they seem...
The bears of the forest are plotting to overthrow all the other forest creatures, but making an alliance with the wolves. After all, they are the strongest predators of the forest.
...How do we know you won't turn us in for treason to the forest council?
They begin bargaining with the wolves to gain their help.
The lead bear offers them equal power at the top, to split the forest evenly between the wolves and bears, and the promise of a powerful wolf and bear army.
However, the wolves are wary. This seems to be too good a deal to be true. They want the bears to take a step towards rebellion to prove they're serious.
