In 1787, delegates gathered to Independence Hall. Independence Hall was in Philadelphia. They went to the Independence Hall plans for the new government.
55 delegates arrived in Philly. James Madison, George Washing, Ben Franklin, Thomas Jefferson were the important people there. Two problems they discussed were slavery and the number of delegates that could vote.
After having the Constitutional Convention, they decided to have two houses. To satisfy the small states, each state would have an equal number of votes in the Senate. To satisfy the larger states, the committee set representation in the House of Representatives according to state population. With the slavery situation,they created the Three Fifths Compromise.
