The first step to creating a law is to come up with an idea for a bill. This idea can come from anyone. From a child, adult, teacher, and even the president. There is no status you must hold to be able to come up with an idea.
House of Representatives
The next step is to bring this idea to the attention of congress. In order to get your point across you have to give your idea to a member of congress. If the senator writes the bill, the bill will then be sent to a committee in the senate
Then the bill is introduced to a committee in the House of Representatives where members of congress debate and amend the bill
I say Yes
The bill is then introduced to the House of Representatives.
If the bill passes through the House it is then introduced the Senate
The bill is presented to the Senate where they debate & then vote.
