The landlady is the owner of the boarding house which as a spooky feel to it. She had answered the door right away as if she was waiting for billy to arrive at her house. The landlady is flat because she we don't know much about her. She is also a static person because she is the same in the end and doesn't change.

You are the first one to ever stay here in two years... the other years there has only been two men to stay here.
"One was a Christopher Mulholland from Cardiff. The other was Gregory W. Temple from Bristol. That's funny, he thought suddenly. Christopher Mulholland. It rings a bell."
"He had never stayed in any boarding-houses, and to be perfectly honest, he was a tiny bit frightened of them." This hints at the something bad is going to happen well Billy is staying in the house.
The overall mood of the story is creepy. this is shown when the landlady tells Billy that he is the only one that has stayed at the bed and breakfast in the past two years. Another thing that shows that the mood of the story is creepy is when he signs the book that the landlady had asked him to and there were only two other people and Billy had said that he had heard of them before.
