The town is celebrating the Festival of Summer and the people are walking down the streets in their robes and children are running around happy.
Climax
The people aren't naive, but they're happy. They're mature and intelligent adults and happy children. It's like a city in fairy tales.
Falling Action
They begin to form in rank along the starting line. The crowds along the racecourse are like a field of grass and flowers in the wind. The Festival of Summer has begun. The victory they celebrate is that of life.
Resolution
There is a child in the basement of a building in the city. It's dirty and starved with only one bowl of soup a day. It sits in its own excrement curled up in the cold corner of his broom closet sized room.
When the children grow up and are old enough to understand, their parents tell them about the kid in the basement, some of them go and observe the child in the basement and are disgusted at what they see. The terms are to exchange the happiness of one for the happiness of thousands.
The young people that do go see the child are usually disgusted and horrified at what they see. Some understand and others can't handle it, these are the ones who walk away from Omelas. Often taking their own lives
