  • The Clerk assigns the bill a number

  • A member of a standing committee assigns the bill to a subcommittee that has expertise in areas relating to this bill
  • Whichever party has the majority in the House or the Senate also gets the majority in all their committees
  • I assign bill HR659 to your subcommittee
  • Today's agenda:1. hold a hearing to gather information2. schedule a full committee hearing or kill it now?3. add amendments?
  • The subcommittee debates.
  • If the bill makes it to a standing committee...
