I think that the best solution would to just remove the 4 dams that are causing the salmon to die.

The advantages of removing the dams is that the salmon would live which means that things that prey on the salmon will live as well.

The salmon and the government will benefit because the salmon population will be at a good number and the government will stop wasting $159 million dollars every year to fix the dams because there wont be any to fix.

There would have to be a substitute found for the hydro power for that will no longer be available from the dams.
It impacts the Snake River by increasing the salmon population and keeping the food chain healthy.

I think it is the best proposal because the dams would no longer be choking the salmon out and the salmon run would be restored as salmon are resilient. A billon dollars would be saved on the salmon recovery effort.
