From the title, I imagine something big maybe like a giant because colossus means something or someone who is bigger than average size.
Unlike the greek giant, there is a mighty woman who is called the Mother of Exiles. She welcomes all and in reality, she is the Statue of Liberty.

Title and Theme
Acceptance and what the United States represents which is Freedom and Liberty.
Between lines 8 and 9 is the shift that sticks out most to me because it goes from talking about this mighty woman to the mighty woman actually talking.
The title to me know is the new nation of the US and how the immigrants are all welcome to this new country. The New Colossus is the Statue of Liberty and the theme is acceptance of others.
