The government originally wanted all thinking and reading to go away in fear of an individual going against the government to avoid conflict, but this made everyone too reliant on the government and there was not much individuality in the society.
After Montag met Clarisse, he realized that he wasn't happy and that emotion was missing from the society. He connected this to the fact that there was no room for thinking in the society
