  • In February of 1794, Robespierre talked to the Convention about “Political Morality.” He declared that a combination of virtue and terror would rescue the Republic from enemies. 
  • After 1789 citizens made political clubs with different views. Many people belonged to the Jacobins club which believed the king needed to be executed 
  • both factions which are dissenting groups wanted to influence the majority of deputies with no club
  • in september of 1792 violence in the streets caused new leaders to take control including jean paul marat
  • in order to defend france from domestic and external threats the committee adopted policies called the reign of terror
  • during the reign of terror almost 40,000 people were killed 16,000 of those people were killed by the guillotine
  • the law of suspects is an example it stated that if you were suspected of being an enemy despite if you were guilty or not you were executed
  • in the year 1793, 1880 citizens from the city of Lyon were executed
  • In June of 1794 there was a law made giving Robespierre more authority over enemies of the Revolution. This law, The Law of 22 Prairial,
  • The Law of 22 Prairial was then abolished and prisoners began to be freed. The appeal of this law made the republic take a step closer to a democracy. 
  • A new constitution was created and chosen by the Council of Elders were five members to be part of the Directory.
  • As the terror came to an end, the method for election in the new government was much more conservative. Members for each house were chosen by electors or qualified voters.
