This scene represents a harsh and unusual punishment. This is what the 8th amendment prevents. This is so everyone is treated equally and have the rights that everyone deserves.
In this scene, the man is a police man. This is a right that is not listed in the constitution; picking and staying at a job. The ninth amendment allows people to be able to have many more common sense rights that are not listed in the constitution. These are called enumerated rights.
The two people in this scene govern California and are discussing how to improve the state. This is an example of federalism which is talked about in the 10th amendment because they do not have to go to the federal gov't in order to deal with their states problems.
