Popes had spiritual power, they were seen as God's representative on Earth.
The Kings had political power, they took control of their countries. They managed the warfare and alliances.
The Popes believed that all religious officials should answer to the Pope.
On the other hand, the Kings believed that they should've been able to create bishops in their countries.
In the end, church officials would choose all bishops and abbots but they still have to respect the emperor.
