The 11,000 Japanese soldiers took over Manchuria easily because the Chinese Government wanted to focus their efforts on fighting the communists.
After the Japanese takeover in Manchuria, the Chinese went to the League of nations for help.
Let's get the Japanese to withdraw their troops. We can establish a committee to investigate both sides
And thus the Lytton Commission was formed!! It was headed by V. A. G. R. Bulwer-Lytton and included Major General Frank Ross McCoy (US), Dr. Heinrich Schnee (Germany), Count Aldrovandi Marescotti (Italy), and General Henri Claudel (France)
The Lytton Commission spent six weeks in Manchuria in spring 1932 on a fact-finding mission, after meeting with government leaders in the Republic of China and in Japan
We can conclude that Japan did have interests and the use of the army was unjustified, they should give up territory, Manchukuo can not pass as a state and Manchuria should become independent
