It all came down to a vote. All the animals cast their ballot, each proud of the side they supported. Towards the end, Snowball was in the lead and was about to win. Napolean was afraid to lose and too egotistical to admit that Snowball's plan was good.
Angry, Napolean ordered his minion dogs once more, to chase after Snowball. The dog pack represents the secret service that protected and obeyed Stalin without question. Snowball was chased away from the farm never to return agian.
Much like a military coo, Napolean overthrew a likable figure by brute force. Napolean has the tyrannical rule that leads to despotism.
With Snowball gone, Napolean still implements the windmill. This shows how he exiled Snowball out of spite and anger but not because his plan was bad. With the rule of the pigs, Napolean forces all the other animals to follow his every comman blindly and do their jobs.
Boxer, Napolean's loyal horse friend, symbolizes the working class. Strong but often abused and taken advantage of in the Soviet Union. Napolean orders all the common animals build the windmill.
Napolean grew extremely paranoid of the common animals. He accused them of speaking and being in contact with Snowball. Every time something would go wrong Napolean would feel off, Snowball would be the scapegoat. Acting irrationally again, Napolean sent his loyal pack after the animals and scared them all away.
