Orsino talks to the musicians playing a song in his court. Orsino is melancholy and is too busy complaining how heartsick and miserable he is over Olivia, when it is clear that he is in love with the idea of being in love and he enjoys making a spectacle of himself. Curio is a witness to this scene talking place.
Valentine informs Orsino that Olivia is not going to be showing her face to anyone for the next seven years as he is mourning her brother's death. This gives us two aspects of Olivia's personality. She is an emotional person. She is extremely overwhelmed b grief about her brother's death that she will mourn for him for seven years. She has similar characteristics as Orsino': she is busy wallowing in her own misery.
This scene proves that Sir Toby Belch is selfish and highly persuasive as he retains Sir Andrew from returning to his home country by saying that he will be able to woo Olivia. He actually just wants Sir Andrew to stay back in Illyria as this will cover his (Sir Toby's) late night drinking parties' expenses.
