Tony and Leon are at the fair. This is the exposition of the story because it's the first scene we meet these characters in.
The cop punches Leon with no warning. This is rising action because it's the first conflict.
Tony has a dream that the policeman is wearing a black mask and holding a human bone. This is rising action because this starts Tony's suspicions of the cop.
Falling Action and Resolution
Tony walks into the gas station for pop and sees the cop. This is another part of rising action because this is when the cop follows Tony and Leon and they decide that they are indeed fearful of him.
Tony shoots the cop when he was threatening to beat Leon with the stick (which Tony believes is a human bone). This is the climax because it's the most intense and the most important part of the story.
Tony and Leon burn the car and the cops body. This is the falling action because they solved the conflict by killing the cop. This is also resolution because the storm clouds start to gather and this represents the anger being released.
