Philip paid middle class officials who would owe their loyalty to him
He granted charters to many new towns and introduced a new national tax
Through trickery, diplomacy, and war, he gained control of English-ruled lands in Normandy, Anjou and elsewhere
Sent his knights to help the pope suppress a heretical group called the Albigensians in the south and was able to add this area to his domain
Before he died in 1223 he had become the most powerful ruler in Europe
