Freed African-American slaves learn that with Freedmen's Bureau there is a chance for them to have an education, a job, food and shelter.
Freedmen's Bureau was only for freed slaves. Not for slaves currently working.
As soon as the Freedmen heard about this opportunity, they got shelter and food for themselves.
The 14th and 15th Amendments gave former slaves greater government access.
