  • The first step is for any person thinking of an idea for a bill, in which the laws that are passed in Congress come from society itself.

  • The idea is then brought to a Congress member or a member from the House of Representatives, who writes the bill, and to be sent to a committee, located in the Senate.  
  • A Passed Bill From: The House To: The Senate
  • The bill is presented to members in a committee in the House, where they discuss and amend it.  
  • Yes, we should pass this bill.
  • Well, let's just vote on this.
  • Fine.
  • No, we shouldn't pass this.
  • If the committee accepts, the bill is then voted upon in the House of Representatives.
  • If the bill passes, then it is presented to the Senate.
  • The bill is introduced to the Senate, where the bill is debated and voted upon.
