  • John Locke believed the power of government to rule, must come from the consent of a govern
  • Jean-Jacques Rousseau had a similar belief on the state of nature, but differed on the role of government
  • Baron de Montesquieu had a separation of powers to maintain balance within government
  • Voltaire believed in freedom of speech.
