George Washington was inaugurated into office on April 30th, 1789, in New York City. He had lots of pressure on him because he had to start a working government from scratch with help from Congress.
The United States was in financial crisis. They owed 52 million dollars in debt and they were not making enough topay it off.
Problems in the Northwest Territory
Alexander Hamilton, Secretary of Treasury, came up with a three part plan to get the United States out of debt. The first part included having the federal government pay all of the states dabt, the second part involved creating a national bank, and the third part was setting higher tariffs on imported goods.
Another way the U.S.attempted to get out of debt was by putting a tax on all whiskey made and sold in the country. Some farmers got very upset by this and they protested by burning down the home of a tax collector.
The Northwest Territory was controlled by Native Americans that were receiving weapons from Britain. The Americans wanted the land so they tried to buy it, but the Native Americans would not sell.
The French Revolution began in April 1789. France was suffering from many problems and they were at war with Britain. At first, the U.S. supported the French, but as it became more violent, they tried to stay neutral because both countries were important to them.
