This is Huldrych Zwingli. He was an active reformer during the 16th century in Switzerland. He had great faith in God and believed that many things had gone wrong in the Catholic Church.
He's right, this is how laws should be.
Huldrych thought that the justice system was corrupt and unfair. And he also didn't like how people abused their higher positions.

He also proposed his '67 Artikel' which had plenty of new laws to stop the unfair treatment of the poor or the vulnerable. While keeping in God's word and doing as he wished.
Many people, especially the head of churches, did not like his new ideas. They labeled him a heretic and tried to turn everyone against him. They exiled him from the Catholic Roman Church to make him sound evil.

But, people followed him and believed in his ways. Eventually the laws were changed and the justice system was fair again. Abuse of high positions was punishable, and a new form of Catholic Church was formed.
