This author used this quote because he wanted to show his son that no part of your family should be left behind. They were having to leave their houses due to all of the Hungarian police making all of the Jews leave. They took the Jews to a ghetto. They were scared and unaware of what was happening.
Madame Schacter was yelling that she seen fire. No one believed her and just wanted her to shut up, so they beat her till she shut up. They also beat her because they thought she was mad. Come to find out later on that she really did see fire.
This quote represents just how cruel that they could be. If you couldn't get the step down you got beat. Wiesel's dad got beat multiple times due to him not being able to march. As if just him getting beat was enough it was also in front of his son and the others.
