The weather in this scene helps create a creepy feeling. It starts off the play with a feeling of mystery and hooks the audience into the story. You can imagine what the play will be like from judging the first scene and I think Shakespeare introduced his play perfectly in relation to how the story actually played out.
That quote is from Act 4, Scene 2., Lines 54-56. It shows how Shakespeare uses children to provide pathos as well as a different opinion opposed to what most adults might think. Some people would just see this as a kid who doesn't know any better, but for those who actually listen, it is a very scary concept to think about.
