Yes, so basically anyone can come up with an idea for the bill, then give it to their representative and from there they can start it off in any house.

The bill is assigned to the Committee and from then on they discuss either passing or killing it
If the bill passes step 2, then it's sent to house of rep to be presented and voted, which the speaker determines which bills are discussed and how long.
Sooooo, what's next?
Votes are then done by roll call. After that, the bill gets sent to the senate to make any changes. To make these changes, they debate, and if necessary they put up a filibuster.

To pass the bill both houses need 51%. In the house 218 need to control, in the senate 51 people need to pass the bill and control
The bill is then sent to the president which he either passes it or veto it. If the president decides to veto it, both houses can reconsider it but, if it's signed, each state has to follow it because it has turned into a LAW!!!
