From January through the entire summer of 1905, revolts and rallies were still occurring. One final strike in October forced the government to capitulate.
Alright I've had enough! I, the tsar, issue the October Manifesto: granting full civil rights and a popularly elected parliament, Duma, with real legislative power!
On the eve of the first Duma, the government issued the new constitution, the Fundamental Laws. The Tsar held great power and had absolute veto of laws, but the Duma was still able to debate and pass them. Although it was still debated over and wasn't perfect for everyone, by 1914, Russia was partially modernized and somewhat achieved their goal as a country.
And in the end...Russia was finally modernized.. so..
