What is happening?
Japan had expanded its power and had drastic economic growth. Japan attacked China and the U.S. saw this as an insult. It was time for Japan's production to be slowed down drastically.
.FDR Gets the News of the Pearl Harbor Attack
The Japanese occupied key airfields in Indochina after an agreement between Japan and Vichy France. The U.S. then froze their assets on July 26, 1941. On August 1 they establish an embargo on oil and gasoline exports to Japan.

On December 7, 1941, Japanese bombs fell on Pearl Harbor, hitting eight U.S. battleships , destroying 180 U.S. airplanes, and taking 2,403 lives. This did catch the U.S. by surprise, however they did receive warnings back in October and the day of the attack.

Franklin D. Roosevelt was in his study working on his stamp collection and visiting with a close aide Harry Hopkins. News of the attack arrived. The day turned into meetings and horrible reports from the smoldering port. His speech wasn't started until evening and he gave it the next morning.
Pearl Harbor has been attacked!
President Franklin D. Roosevelt gives his speech to congress on December 8, 1941 and describes the Japanese attack on Pearl Harbor as "a day that will live in infamy."
